Im trying to promote/advertise my sports networking website online but I do not have much funding because we are in the early stages of our company
Twitter might be a great option for this. Create an account with your vitals and then use search.twitter.com to search for some of the bigger athletes in the various professional sports you’re targeting. You’ll find Twitter users discussing the latest free agent signings or the outcome of the latest ball game. Follow them and they in turn may follow you. I have found that anywhere from 30-50% will follow you in return and check out your URL.
Use your knowledge of sports to interact and throw in the odd plug for your site.
I currently get about 10k hits to my various sites through my multiple Twitter accounts and this is without using auto follower programs, which are absolute garbage.

I want to know how web 2 sites help to promote a website. Please give me some details, also provide some good links.
Most of the people start promotion of the website through simply social bookmark instead of promoting the site on web 2.0 sites. There are not much people who know about Web 2.0 method. Social bookmarking is only a tool today to get index your site in search engines.
If your keywords have much competition then you have to use Web 2.0 methods. You have to make a list of your keywords and also list of Web 2.0 sites where you can make your own network. You have at least 2 links going back to your site for each your keyword.
If you not able to build your own network then you will not have the control on the linking methods. If your site is new then obviously your Page Rank is not high so you should leave the links on the sites which have high Google Page Rank like 6, 7 or some has 9. So even you have not high Page Rank, you can get benefits from the sites which have high page rank. If you get success to leave your site link their by creating profile their or by any other way then your site will definitely get benefit from it.

There are some important things which you should keep in mind when going to link with Web 2.0 network. First important thing is that don’t link directly to affiliate programsbecause many sites will ban your account in first site. Try to get some keyword density in the article which you are talking about. Try to maintain a sheet where you have details about different URLs that link to certain your keyword and then link to each of the different Web 2.0 sites to different articles.

My suggestion would be to build you own amazing site and then advertise it as your creative ability.
Then find a couple of sites you really admire and then put links in you site saying, if you’d like a website like these fabulous designs, then I’m the one to delver the goods.
But your issue will getting your own site ranked locally or nationally in your industry as the competition is heavy. It will be tough trying to find phrases people use to find web designers in a Google search that are not already swamped.
You’ll need to start with rare an low competition keyword phrases until you build you name and your website page rank.

Do I have to ask the website’s owner for permission? If I have the permission then how can I design an ad to promote the website in the magazine? Is there any special way? Any additional help and tips are appreciated.
I am assuming you are not the publisher of the magazine…so my suggestion is to write an article on a topic associated with the website, and mention the website address in the article. You can then sell (or offer for free) the article to magazines that are focused on the same type of market. Magazines get their money from ads, so they need relevant content to fill the magazine. Contact the magazine publishers to find out how to submit your article for consideration. This will promote the website using a magazine without having to pay for an ad. Your article needs to be interesting to readers and not appear to be geared to advertise the site. The article should be written as your point of view as a user of the website, and your personal interest in the topics associated with this site.

How to promote a website by free ways?
The best way is to get it closest the top of Google search results and the secret to Google is how many other web sites reference your site.
Before Google, web search engines just tallied the number of times the persons query or "keywords" were mentioned on the home page and maybe three pages (links) deep. So if someone queried Alta Vista with the term mortgage then the top results would be Countrywide and DiTech.
But Google’s core approach was to tally the number of other sites that referenced mortgage sites and the largest number of sites that referenced your site was the determining factor in getting you to the top.
So, the fastest and cheapest (free) way to get your site closest to the top of a google query is to get your site linked into as many other pages as possible including blog sites, Facebook (google owns Facebook) and even inlcude your web site address in the descriptions of YouTube videos (google owns You
Tube).
You should also write real articles about relevant topics to your site and get these articles including at least one link inside the article to your web site and submit that article and get it published in as many relevant sites. The higher quality those sites are the better, example:
You’re developing a site a new and improved bandaid and you write an article about it titled "New Bandaid".
The Journal of American Medical Association publishes the article which includes a link to your web site
Since the JAMA site is highly ranked by Google, and you’ve managed to publish your article at JAMA, a web user who queries Google for "new bandaid" will return the article and your website in the top of the results.
Google also offers free invitations to web site owners who may submit a sitemap directly to Google to help increase your exposure, my sources at Google confide that few people take advantage of this since they dont’ bother to research it so any site owner who submits their sitemap will be met with greetings and in good company. There are numerous fee based services who promise to increase your Google page ranking, be advised these are most often just link farms and Google actively identifies these link farms and will ostracize (blacklist) all of the sites found inside them.
So paying one of these services may actually ensure your site is rarely found by Google users.
Also, be advised that Google frequently tweaks the nuances of their algorithms but the core doctrine of links remains the same and just because your web site may be at the top of the query results / it isn’t guaranteed to always remain at the top forever.
Google has been embarrased in the past when their page rankings were manipulated, an example was in late 2006 early 2007 querying Google with the single term "stupid" returned a link to George W. Bush’s homepage at the whitehouse web site. Google adjusted their algorithms not necessarily because they disagreed that GW was stupid but since it was apparent savvy web engineers could "trick" google and it has doubled their efforts to avoid those manipulations.
You are better off to avoid these types of manipulations and fee services to avoid being avoided by Google forever or until you change your site name.

Natural SEO would be the first step and with a little bit of learning HTML and other tech stuff its quite easy - Here are a couple of tips to get you started:
1) Build a big content rich website, increase the number of pages on your site. Put all important copy in <H1> and <H2> tags. String your desired key phrases into your copy too.
2) Again, put key phrases in your page title tags
3) Cross link as many pages as you can
4) Finally, get some high ranking friends / colleagues websites to link to yours. In fact any business deal I do contains a clause that they link back to my site!
That should get you well on the way!

I have a website that I would like to promote to my local university. I feel that it’s content would be beneficial to many of the students. However, I do not know which person(s) I should talk to considering this matter. Would anyone know?
You should try posting on Craiglist, since a lot of students read it.
Plus I would recommend making a group about it on facebook with a link to your site.
You could also contact student services and ask if you can put posters up inside the university, but if this doesn’t work, maybe there is a way to tape things to the lamp posts around the area.
Another option is advertising in the campus newsletter or checking out if there is a way to advertise in the campus dorms.
